Client by Chronology 

May 2017 ongoing - Riyadh Metro Transit Consultants -  Package 1; $12B

Duties include but are not limited to managing the estimating and validation of change notices (potential and current),

Claims and Determinations, and Risk on Riyadh Metro, the worlds biggest Metro programme currently (2017). The effect of change on asset operational expenditure through the life cycle throughout the design life of the  programme.

The effect of cost and programme influencing change events for all track, civils, rail systems and highways.

Tony supervises the estimators and reviews all outputs prior to issue to the Package Manager and then Client, Arriyad Development Authority.

Client approval or declination of change event costs were based on the recommendations and outputs of the estimating outputs and observations.

 

 

 

 

May 2015 ongoing – Pell Frischmann

Tony has worked and continues to work with the Transport & Infrastructure team, carrying out Cost Planning, Estimating and Cost Audits over a variety of schemes.

Currently managing cost planning over a number of structures around the Brent Cross area, associated with the TfL Structures & Tunnels Investment Programme phase 2 (STIP 2),

and a cost audit of maintenance activity rates for High Speed 1. Recently completed schemes include bridge replacements in the Croydon area, and a new London coach hub facility at in the                                                                       Paddington area. 

 

May 2016 to May 2017– Schofield Lothian

Tony was head hunted to set up a new Estimating and Cost Planning practice within the business. He brings with him an experienced team and a notable list of key clients. The business plan is to grow the practice to 20 in the first year and so far is ahead of target.

With close liaison with the other practices Tony promotes cross selling and is currently biding an average of 2 project opportunities per week.

Notably he is maintaining a collaborative working ethos with his clients and looking to expand into the Indian Railways. With clients working both across the UK (Network Rail, TfL regional local authorities etc) and major international design and engineering practices the room for growth is exponential.

 

May 2014 to May 2016 – Sweett Group

Tony is the Projects Director / Estimating Manager for Sweett Group's Infrastructure team (now Currie & Brown)and has full day to day responsibility for the all of the commissions delivered in this sector both UK and Middle East, managing up to 23 staff across various commissions. 

Tony provided strategic advice to key clients and has assisted with the successful delivery of many large scale multi-disciplinary schemes, and managed a constantly evolving team of estimators, working on a wide range of infrastructure schemes at varying design stages, consistently delivering outputs to key milestones, and manages the flow of information from a design team.

He has been seconded into various project teams for key clients within the Aviation and Rail sectors where he has provided specialist pre and post contract cost support. Key accounts that Tony directly managed are Network Rail - Wales & West and Southern Regions, and Gatwick Airport Ltd.

Major Commissions that Tony is currently responsible for are King Khaled International Airport expansion, Bristol TempleMeads Railway Station redevelopment, Waterloo Railway Station redevelopment.     

     

January 2010 to May 2014 – Turner & Townsend

Tony managed numerous pre contract commissions within the Infrastructure team and had day to day responsibility for the delivery of outputs to key clients.

Tony successfully managed estimating, cost planning, report writing, and a team of estimators to provide cost support across a wide range of geographical locations. He also managed the whole life costing process as part of the report outputs.

Tony also managed estimating outputs for West Bay APM in Doha – Concept design, King Khaled International Airport – Concept and reference design stages, Thameslink Programme – London Bridge Civils Structures and Bermondsey Dive under GRIP 3 - 5, Moatize Freight Railway, Mozambique.

 

December 2008 to December 2009 – Gleeds

Tony managed numerous pre contract GRIP 3-4 stage estimates for Gleeds within the Rail team and had day to day responsibility for the delivery of outputs to provide detailed estimates for Crossrail stations.

Tony successfully managed estimating, and the interface between the design consultants and estimators to enable all key milestones and stage gates to be met.

Tony also managed value engineering meetings to ensure the most economical options were considered within a tight budgetary constraint. This commission was principally for Crossrail stations and for the Network Rail train lengthening programme.

 

1997 to December 2008  

  • Northcroft: Tony managed the production of the concept design cost plan for the Red Line metro system, managing a team of estimators and the interface between the London and Israeli offices. The final output was presented to the Israeli government body ETA.
  • Balfour Beatty Carillion Joint Venture: Lead estimator for Change Control team. Managing Sub contract changes and Claims in accordance with the contract terms. Implementing early warnings, compensation events, programme adjustments. Proposing value engineering, create cost plans based on early warnings. Liaison with planners to create an accurate programme for the estimate. Managed claims and disputes with contractors. Liaising with client (TFL) whilst tracking and meeting time constraints for the completion of CE’s in accordance with KPI’s.
  • Bechtel: Tony worked as senior estimator for the project controls team reporting directly to the project controls manager. Reporting on change and associated cost and programme impacts. He managed relations with contractors, and validated cost changes associated with either value engineering or client change.
  • London Underground: Senior Quantity Surveyor managing the Embankment stabilisation and the track drainage renewals programmes.  Mentor and Lead Project Surveyor on a number of civil engineering Contracts. NEC 3 edition option A Framework Contract. Managing and auditing quotations and tenders prior to contract award to ensure all aspects, prices and quantities are correct and agreed. Issuing contract packages under the framework and administering the contract via the MPS CCM contract management software. Managed contractors’ accounts, valuations, early warnings, and compensation events scoping variations. Claims management with contractors before final account settlement.
  • Colas Rail: Estimator working on the tender for East London Line phase 2. Measuring and creating the Bills in CANDY and building up rates from first principles.
  • ADEO: Senior estimator managing the measured Bill production for Birmingham New Street railway station improvement scheme.
  • TH Kenyons: Senior Quantity Surveyor managing the BAA framework for second tier supplier. Tony managed all contract and sub contract accounts for airport and airline improvement schemes. Agreed scope with client and produced measured Bills for estimating and tendering. Managed monthly KPI reporting.
